Coalition for Open Governance

The Coalition for Open Governance (CoG) is a network of human rights advocates, as well as national and international level organisations working to sustain democratic gains and improve the human rights situation in the Maldives.

Purpose

The general purpose of this coalition is to strengthen the work of Maldivian civil society through collective engagement, participation, contribution, advocacy and capacity building with a view to create a robust space to influence policies that will lead to greater transparency in governance and increased enjoyment of human rights and democracy in the Maldives.

Membership

The Coalition for Open Governance has two types of membership:

  • Core members – national level associations and civil society advocates operating in the Maldives.
  • Affiliate members – civil society actors, as well as national and international organisations advocating for open governance in the Maldives.

Roles and responsibilities

Core members bear the responsibility for the administrative tasks and continuation of the coalition’s work.

Core members of the coalition can:

  • propose items for the agenda of coalition meetings, 
  • propose actions to be implemented by the coalition, 
  • vote on proposed actions to be implemented by the coalition and
  • propose amendments to the MoU.

While any member can recommend potential members, all core members must vote and unanimously agree that the recommended organisation shall receive an invitation from the coalition to join.

Affiliate members can:

  • propose items for the agenda of coalition meetings, 
  • participate in coalition meetings and provide input, and 
  • assist the coalition in implementing joint advocacy actions.

Membership in the coalition is voluntary and any member who may wish to suspend or relinquish their membership may do so by written notice to the Administrative Secretariat one calendar month in advance.

Administrative Secretariat

The Association for Democracy in the Maldives currently serves as the Administrative Secretariat for the coalition and undertakes all responsibilities in regards to the administrative functioning of the coalition. This does not restrict another party of the coalition from providing assistance or support in fulfilling an administrative responsibility that might otherwise have been borne by the administrative secretariat.
